It wont let me upload the pic

I got 2 hackers and clear proof but i says the pictures are too big to upload can you help me? I want to report them. I can post the somewhere else if i need to.

Tap Upload a File at the bottom of your screen , select the picture , I don't think it matters what size I is , it should have the picture at the bottom , you can Tap 'Full Image' if you want it full.

For computer , it's the same. Though I don't know how to send the pictures to the computer.
