No, it's always been like that.
I'm pretty sure it's when someone makes their profile private? Something like that..
I can't explain it very well.
But when I followed the person, it allowed me to view their profile.
Or when the person follows you.

Yeah, as Pixel said, it's always been a privacy setting. Mysterious people these days ;-;
You can choose who you want to be able to view your profile:
- Members only
- Followers only
- People you follow only
