Ok so I was on quake today and someone asked for team another person said no you would get banned for teaming but there isn't a rule book in quake so would teaming be allowed (the girl who said it wasn't allowed was trying to be all smart and told me to go ask staff so that's what I'm doing lol)

There is not a rulebook, so you can team because it's not a rule.
