To settle this once and for all:
Unless a high ranking BrokenLens Staff Member knows how to at least read Arabic fluently, it may not be added because of the fact that posts need to be monitored by staff. Without the ability to moderate public conversations and threads, it will be a risk on BrokenLens' end.
To drive my point further, let's imagine a scenario where BrokenLens is a predominantly Arabic-using server; and thus the forum reflects this. Now, imagine that no one in the staff knew English at all. Now imagine users using English in this server, and imagine them just spewing inappropriate content in English;e.g. creating threads about inappropriate things. Since the BrokenLens Staff doesn't have members who know English, it will not be dealt with; or at least, not as quickly as they would've otherwise done if they knew English.
And then, it will just spawn more and more inappropriate content in English because it's a vulnerability BrokenLens has. In the end, there will be a lot of inappropriate content in BrokenLens that could've been dealt with but unfortunately it's in English. There's a chance that a young player's parent may see the content, and that parent may take legal action against BrokenLens. And it may lead to BrokenLens being shut down entirely.
This is just one reason out of a few reasons that BrokenLens Staff may have as to why they won't add another "community". I'm not saying that it can't be done, all I am saying is that there's more to it than just adding a community. Think really thoroughly about it, and maybe it will make at least a little bit of sense.
