Is the fishing rod balance?

As most people know, fishing rod is one of the few op items in skywars (in my opinion) and the easiest way to obtain (by crafting). Do you think that it is balance or it's not (explain how would you balance it out)

some will say it's not but some will say it is. i just wanted to see how people think about this item.
