As of now, yes. However, in the future there will be changes and soon, teaming will be NOT allowed in MM.

My opinion
Teaming itself is really horrible, it ruins the fun and makes the game end either very fast or last forever.
But this rule may be hard to enforce on murder mystery. What if the sheriff is very close to the murderer when the game begins? Then the murderer will immediately begin punching people, the sheriff know who is murderer and shoot him/her. Game ended in 6 seconds. So yeah the rule can be really hard to enforce, but is worth trying. And they can appeal!
