Is it normal for a person to follow you in a game?

I'm sure some people know what I'm talking about but I really don't know if it's normal or not. So here's my question:

Is it normal for a person to follow you on TNT Tag and only try to give you the TNT when they're it? For example, the person will get the TNT and they have multiple people around them, but they'll only come to tag you.

I'm not a good player honestly ;-; This specific player kept following me and only trying to tag me whenever they were it. I haven't seen them online these days but thank you for taking the time to reply! ^^
