Ip ban bugs

Ip will change. If the banner is banned, it means that the bans will re-enter.

Many hackers do this. This isn't a bug. I don't think BrokenLens can do much about players changing their own IP but staff just continue to ban all their alternate accounts until the hacker gives up...
