Innot lying, and thats what it said in the setting. Manila is the main city of philippines and manila is part of luzon and philippines is divided into 3 main islands. Luzon (manila), Visayas (cebu), Mindanao (bulidnon). Inside the parenthesis are also the main xity of each island and manila is the main vity for all.
