Why can’t we choose the time of day or weather in tag?

For some reason you can only choose the time and weather in certain games. I know you can choose the time and weather & map in SW and TSW, you can only choose the time & map in BOW, and you can only choose the map in RUN. You can't even choose the map in BP.

Those are the only games I've checked but it is kinda weird.
