It means visible light without every color.
That's a different definition. Here we're talking about a transparent background for a piece of artwork. This definition is used for other things in real life that you can touch, like glass, water, etc. But a transparent background is a background that looks completely white.

Transparent background should not be an option for an artwork as transparent means there would be nothing behind the structure or like Laura said it'll be a complete white background

True. Something I know is that you should never leave a background transparent or white. Even making it one solid colour will work.
