Beacuse a lot of poeple keep aching their name to join server while they are ban but I think they change it if you change your name with different username I won't let you join maybe they know it's you joining maybe that way

No. It has something to do with their IP adress in their device, keeping them out of the server's IP adress. Here:

Player's IP joins Server IP

If mod or admin or something bans Player,

Player's IP will no longer be able to join Server IP
