The Watcher kicks anyone who it suspects might be breaking the rules. VIP's have always been affected by The Watcher just it seems to be a very rare occurrence.

Guessing the reason why vips are rarely kicked is because of /fly, the watcher needs to exclude the VIPs a bit but not enough to let them hack.
