I Cant Claim or Get YT rank

I cant get a Yt rank... It just says user with 3 warning points cant have a yt rank!! I didn't even did anything wrong... Also i dont have 1 or 2 subscribers... I literally have 700+ subs!! I had an old account with yt rank on this server like 2 to 3 years ago but it got hacked..even my channel got hacked... Now this is my second account and tryna achieve the YT rank

I'm sorry but your rank won't be added. You would need 1,000+ subscribers to get a yt rank along with actual proof that you own the channel. Have a good day
