how many shulkers would it take to kill ze wither

The wither attacks pretty much anything in sight, but ignores undead mobs like skeletons and zombies. So to get a fight, it is almost impossible for any melee mob to defeat the wither. However, the shulker is both a ranged mob and not an undead mob, which means the wither can attack it. So is it possible to kill it with only shulkers?

I tried it, unfortunately, not all the shulkers attack the wither on the spot and once the wither flies too far away, the shulkers become passive again. So it probably would have to be a mod pack that makes shulkers immediately aggressive to the wither in order for them to really fight each other
