It is a type of game mode where you gain access to Creative mode. You can have your own plot in which you can build anything you want. Just dont build inappropriate stuffs xD
You can buy plots using the purple dye and by clicking the Housing/Plots Section.

Yes you can, but only if that person invites you to their plot or you can fly around and visit other peep's plots. You can manage your plot invites using the purple dye, Housing section, and plot invites.
