Windows has the Microsoft Store, where I assume you bought your copy. Go to the "Downloads and Updates" section by clicking the "down arrow" icon, then scroll to look for Minecraft: Bedrock (or Minecraft for Windows 10).

The latest version is 1.12.1(I'm on win10)
For 1.13, it's a beta testing version.
So just don't join the tester group xD
