I’m pretty sure you can only equip capes if your on Pc or Android, I think there’s a cape making website used to make capes

You can also do it with a jailbroken ios device, though lots of people don't want to jailbreak their device because its "illegal". Let me clear something up, nothing will happen if you jailbreak your device (except for minor security risks). Its like saying modding an xbox will cause the fbi to bardge down your door, all it does is disable the limitations that the ios operating system has which enables more things to be possible with your device. Nothing about it is going to get you in trouble. Trust me I have an old jailbroken ipod yet you don't see the fbi coming to arrest me. So in conclusion, you can get capes on all 3 devices you just have an extra step for ios

edit: It can also void the warranty but to most people it doesen't matter that much.
