UUID Ban will ban you Phone/PC that you are on it while you play, that means VPNs or anything will not work only Admin and maybe Moderators can do that.. - Aypifox clarified that for me

I've banned him again, but I'm not sure if there's a point in it, seeming he keeps coming back.

I do /ban with hackers (perm-ban) and it's apparently perm-ban and IP-ban, but sometimes the hackers come back just by changing their username, I'm not sure if it actually IP-bans anymore.
