Wetness is the ability of a liquid to adhere (stick) to a solid surface. Water is not a solid, it is a liquid. Now before you say "Well ice is a solid, and it's water," my answer is in your argument. Ice is a solid. Ice can be wet, because in that current state of matter, it is not a liquid.
