Glitch On Bow Spleef, Ice Map

There seems to be a bug.

Getting outside the map.

He's not a hacker bc there would be no way you could get at that spot.

When you spawn you get on this ledge of the map.

Can the player then move from that spot or is he stuck on that ledge? Also, have you seen it happen more than once?
