[FORUMS] Watching Sections

@DarkRainbows just came up with this in a chat I was having with her, but based off of what she said.. ALL CREDIT TO HER =)

This is a selection you can have when you tap into the section on the forums, and you will see in the top corner a selection named "Watch Section?" and you can tap on it if so and a checkmark will appear in it's block, and you will be notified if there is any threads posted there.

Also, maybe this could only for staff, so if there was a thread post in Player Reports, staff could be right on it! >:3

When you watch a forum, you get an alert whenever someone creates a thread. Also, this is not a staff only thing
