Forums bypassing

If an account gets temporarily/permanently banned from the forums, and the user makes another account, is it the same rules as the server, like if they make a new forum account while they are banned, will that account get banned too?

In my opinion yes, because he/ she did something wrong and tries to come back without permission. I am not sure
