Once the thread is created, you aren't allowed to edit the tags. It isn't a bug, it's been around for a really long time. I'm not sure why you aren't allowed to though, since you are supposed to be the thread OP.

Hi,
It isn't a bug that you do not have permission to do. Only staff can edit the tags in their own thread and other threads.
