So a few things with this. This won't be included in the report, as I did not get it on tape, but he/she was fighting with another player (pvp) and suddenly teleported up to this spot. Other than flying or teleporting, there is no way they could have gotten up there so quickly or at all with using blocks. I've never seen anyone go up there to hide.
Secondly, in the video he/she flew down from that spot to fight with the yellow players. Sure, he could have jumped down, but he took no fall damage. (They were at 30 health but when he jumped or flew down he was at 35. He did not eat anything to increase health when he landed as you can see.) There is no possible way you wouldn't take fall damage from jumping from that spot. They also "fell" at a slower rate than you would normally in Minecraft.
