i need to make hair more natural, better line work and shading
 
im Way better at traditional, I might try to transfer traditional to digital to see if it turns out better

Line art is what I need most
Alright. From my experience, it's easier to draw it out on paper before importing to a digital art software. If you feel like it, maybe you can sketch the drawing out with a low opacity pen and do the lineart over it on a new layer with full opacity. That's literally the only tip I have.

Ah k, i was gonna do that but this experiment was for me to mainly try cell shading.

The cell shading is good. Try making the tips of the shading sharp so it doesn't look odd. I don't know how to word it

Cell shading is a beginner method of shading. It appears like the shading has hard edges, like in animes. There is no mid tone in the shading so it's purely hard edges.

Opacity is "the condition of lacking transparency or translucence; opaqueness." Low opacity on certain brushes is a method for sketching, but I don't know why.
