Tap anything in your hotbar then the staff should appear like magic [not really magic xD ]

Its for changing the effect if yours are heart then the effect should be snowball thrown and pops heart particle during impact

Staff effect and particle are whole diffrent things staff effect is the particle you shoot from your magic staff [blaze rod] and walking particles only spawns when you walk around

I think the effect shouldn't be expire and your snow particles maybe already expire before you know it
