Sometimes when you mined emerald you will get random potion effects right, but when you mined again sometimes it cant give you random effects even tho you mined it again. Is this bug or just glitch

I think you should wait for the previous mined emerald ore effect before you mine again.

This is probably due to either lag, or coding preventing you to have so many enchantments on one person at a time. If you can mine one emerald ore and the next time you mine one you don't get an enchantment, but then again, you mine another emerald ore, but you get an enchantment, the second time you mined the ore was probably a bug.
