I don't think so. Why would a ban influence your building skills/ career? I would say that everyone can become a builder. You just need skills and some luck :p (maybe a good personality as well)

Okay, although I'm not part of the staff team, but I'll try to answer what knowledge I actually have.

No, that's not how works like that. I mean, this is not how many times you were banned, but this is how you are mature enough from your ban(s), which means it's how show you've learnt from your mistakes in the past due to the actions you did. I personally know some staff members who have been banned when they were non-staff, since I've been here for too long. Anyways, I wish you the best of luck when you decide to apply for the Builder rank!
