I don't think there is cape for ios.
in older version players could've get capes but then minecraft change it so you can't get a cape

Custom capes, unfortunately not... it get so complicated and I tried jail breaking my iPad but it didn’t even work at the end.
However if you just want a simple basic cape on a Steve or Alex skin, you can download a skin pack on the internet, download it and have it on IOS

i think u can use drop box to change the alex and steve skin to your skin

u need to download dropbox and do these stuff in dropbox

1-first download this:http://www.mediafire.com/file/9u5pslacrgg25gw/Noahcraftreal_cape_pack.zip/file

2-unzip the file

3-open the file choose ur fav cape from cape presets

4-move ur Minecraft skin and your fav cape to the file and rename ur skin into "nitrosfn" and change the cape name into "cape"(you need to delete the file called nitrosfn and cape before you move ur file in and rename them)

5-Then press share then press more apps and choose minecraft

ALERT:
im not 100% sure that would work or maybe destroy your minecraft and u might need to redownload mc
but ill try it on my ipad
