Can't use /report?

So it's been active for a while. It doesn't let me /report rule-breakers at all. It says I spammed reports on random people? I mean, I don't recall seeing a random player and /reporting them so they could get "banned". In Skywars, there have been many fly hackers and kill aura hackers and I've reported them for well, hacking. In every PVP related game, to be honest. I believe this was a mistake, and if any staff member feels like I abused of the command, then well, f. Guess I can't /report anymore... If it's a watcher thing, then f. Guess I can't /report anymore...

If it's fixable then please help
