Invalid Can you ban unregistered players?

This player is using creative mode and fly hacks. The question is: Can you ban the player unregistered?? If so, here’s the information:

We don’t ban players who aren't logged in for 2 reasons. Sometimes they aren’t registered or they can use an username from someone else, we would ban the wrong player.
