Second they are supposed to be PermBanned for bypassing.

Yes I know. But how come someone bypassing their ban 5 times doesn't get a perm ban, while someone who bypasses their ban once gets a perm ban. TBH, I've never seen anyone perm ban someone immediately after one bypassed ban...

After a bypass they are supposed to be permbanned.
