beta bug?

sometimes when i try to add people on beta, it says “disabled,” so i’m not able to add them. most of the time when i ask them about it, people usually say they haven’t touched their friend settings. this also happened to someone who tried add me, but i didn’t change any of my settings.
i apologize if there’s a reasonable explanation for this, but just in case.
