Question: Can we only get pets with Vip or Vip+? I'm lvl 25 or 24

I'm lvl 63 or somethin I keep going up so just say I'm at 60-80 one of those and don't bother with me guessing also... Aren't pets free? Either I got mine BEFORE the become money or your wrong....
