He should be removed. Because if he stats there it will be very unfair for....EVERY FREAKIN' ONE!

The user will still be on the leaderboards as they can create another appeal next year. If there appeal is all in check with sufficient evidence next year then there is no reason to remove the user from the leaderboard.
