Are these rules applied in skywars?

Hi i didn't mean to bother anyone but are these rules actually applied to skywars?

1. Building to height limit is not allowed
2. Camping anywhere isn't allowed

Cause i've heard of some people on skywars telling me i can get banned if i didn't follow these rules(though i think they're salty about me doing these things though)
They also said that these rules are on the forums(but i didnt find anything)

I hate the players who's building up to the limit and camp. And they wait for you to come up and shoot you. It's absolutely annoying.
