There's this hacker that uses inappropriate gamertags and username. Every time he gets banned, he makes a new account and keeps on annoying the server. Hopefully there's a solution.

yes , Banning can be IP Ban , I believe so he cannot make a new account if we ban permantly his Xbox Live account from our services.
