when someone is muted, he/she still can use /grm, /frm, /crm, /pvt... That is pretty stupid because the person is not muted at all, he only can not use the public chat :/
I heard someone saying "it is because he needs to inform her/his friends or they will think he is ignoring them".
So the idea is when someone is muted, he/she can not speak at all, but you need to create a new command: /immuted
So when someone is muted, and she/he tries to speak (on a public or a private chat) he/she receives the usual "You have been muted, your mute will end in..." but also "you can warn your friend that you have been muted with the command /immuted <chat,grm,frm,crm,pvt>"
Exemple: I am muted and I type "/immuted grm", it will sent a message like this one "/grm the player <player> is muted"
If I type "/immuted pvt", it will sent "/reply the player <player> is muted" (so it does not work if there is no message to reply)
(PS: that's not totally my idea)
