Lets say I have 2 phones wait I do.. I decide to hack with my second phone same wifi and it got network ban so I 'applied' for ban appeal on network wouldn't that work? Or is it me? I believe network ban should have more impact 'Do not try this'

If i understand you correctly, yeah, the network unban will keep your second account on your second phone banned [The one that hacked] but it is technically possible for you to make a 3rd account on your 2nd phone to play... You can do a device ban but.-. the person would still be bypassing unless the admins do something...

Wenzelee is correct. If we unban your network, then yes, your "second" account on your second phone will stay banned I think that's what you're asking.
