I have seen things like this be done before. I believe you would want to use the software "Block Bench", where you can choose a 3d template and customize it however you want. So that the dev is able to import it into the server, like the 3d snowman as The Watcher. I also think you can use models from the minecraft vanilla mob files and customize it as the server's mascot
