Hi Sanat (or maxxy 
)! There is a way to technically "make" an app that allows you to go to the forums when you tap on it. If you are on iOS, than this tutorial will help you, if not, than try talking to staff about this. Here's how to do it:
First: Go to the home page of the forums where you can see all the sections (announcements, player reports, etc)
Second:Swipe up on your screen and then you will see at the bottom of your screen a box with an arrow at the top of it, tap on it.
Third: Above where it says Cancel, there should be 4 things to choose (Add Bookmark, Add to Favorites, etc), swipe through that and you should sees an option saying Add to Home Screen, choose that.
Fourth: Some stuff will pop up saying what is will look like on your home screen, what the name is, and what the link is to go to that site, but in the top right corner, there should be an option saying Add, tap that.
Fifth: Look on your device to see an app with the BL logo, tap that and you should be introduced with the forums.

Yeah, I hope they could implement an app for Android and Ios. But unfortunately, they could, probably, need someone to develop an app(it will cost a lot) or maybe the owner might do it.

According to pretty much everyone, making an app for this disappointment would cost too much.
