First of all, the person saying bad things might need to be muted so consider reporting them.

If you report someone because you hate them, the report won't be taken seriously since the player may not have done anything wrong or worthy of a punishment but if the player did do something wrong then, of course, the player would be punished.

It's common sense, really.
