Not only that but sometimes a full set of players will join first, then a new batch, which does happen quite a bit.

Two of the teams probably got the message that something like ‘not enough players to start the game’ so after that the quick play box will display a different game to join

It's a bug that shows players from other lobbies. This happens a lot in mm mystery too (sometimes you see more than 24 players in a lobby, which is a result of this bug)
