I just ran into this last night in TBB- Both players have skins on the Beta site- for some reason they are invisible when voting but they weren't invisible in the lobby- I think it is some kind of glitch/bug- thank you for the report Jahs <3 @vertx not sure if I should make a seperate bug report or just tag you here
