Hmm.... The first screenshot is from Skywars where players are able to break individual blocks and collect them for future use.
However, the second set of screenshots is from Murder Mystery and on a different map with different time of day and lighting conditions which makes the problem that you are asking about much more difficult to determine.
It seems like blocks in the second set of screenshots on the right side of the image were placed there during the map design process as a staircase to make it easier to move in-between the barriers and head up to the top of the structure.
