“New player” Cool down

[A slight harmless change for Brokenlens]

Every new registered player are required to wait 10-15 secs in order to join their first match. This change will help BNLS Staff members who stays in Mini Game HUB monitoring bypass players and early bird hackers. I’m aware in advance this will possibly effect players filling in waiting rooms slower. There is a 30% chance when implementing this cool down, can trap multiple hackers in the same match. It’s only a suggestion for the dev(s) and there isn’t much staff members available in-game to make this work efficiently.
