How to get achievement

Sometimes strongholds spawn without end portal rooms (only in bedrock)
There's a ring of 3 strongholds around x-0 z-0 (middle of the whole world) separated by around 600-1200 blocks, so you can try to find another stronghold by travelling a few hundred blocks sorry for the late reply lol

In my opinion, you should get achievements legit by working hard and not by commands, you'll feel more accomplished

Exactly, I was grinding for 3 months trying to get all of them and once I did, I felt accomplished and waited impatiently for the next ones to come out.

The problem I had with normally playing the game is that the achievement detection system on Bedrock is really broken at least on desktop. Took like two years for the game to detect that I crafted an oak sign when I did that thousands of times and it took just as long for the game to detect that I crafted all tools or that I was able to block an arrow from a skeleton with a shield. So something like this does have some merit to it even if it's technically cheating.
(Personally I would download and use an achievement world if I was still having issues with achievements not working though.)

ya for some simple achievementts like sign and charcoal one it took like 5 moths for my game to detect it was done...
