Actually yes it could be too op. But Rank 4 arrow should be more than default. Is there any helper who can tell me why it is like this?

16 arrows are okay for both ranks, most of the times you don't even use them all. i'd say for rank 4 maybe add a chain chestplate

also maybe they're the same bc it's kind of op-ish? having a long distance weapon
