Can You Fly In The Waiting Lobby?

As the thread title reads, I'm curious as to if we can fly in the lobby. Reason being that I saw somebody flying in the waiting lobby and was unsure to report him/her or not since I do not want to make false reports. He/she didn't have a rank, either. I tried my best to get good screenshots. His IGN is UltimateGamer321 if the name is needed.

If someone is flying there probably flying to back in game and pls report him :p

He's changing his name so when he flus he can go to another account so he won't be banned... smart but his up will b banned so can't change names ^-^
